I finally realized that some of you may have been dealing with a separate issue involving a NavList message. The websites, web apps, tools, etc. have probably been working fine globally since Monday morning. If you can reach them by the links at ReedNavigation.com, then you can reach them, and that's that. And you don't need to experiment with any settings or any UPPBI steps. But just for completeness, here are the four app links again (in a NavList message with fully-qualified addresses):
