Eight Bells in nautical time is 4:00, 8:00 or 12:00. Reflections from seaman's heads suggests it's 12:00.
For an 1886 painting, they are using at least 75 year old Octants. For a LAN shot, sure an Octant will work.
But newer design sextants were available, ship owner is a cheapskate or captain never did lunars.
