    The time zone difference between Newfoundland and Los Angeles is 4:30, which satisfies the construct.

    Ha!  Its helpful to read the question carefully.

    It must be 12:30 in one time zone, 5 in another.  So the UK/India is 5:30 apart, not 4:30 as the song requires.  We need to move to UTC+1, or European Central Time, ie Warsaw, Poland.

    Could also be Guam (US) UTC+10 and India UTC+5:30 for a 4:30 time zone difference.

    Another way at this is to have it be 5 the previous day and 12:30 today, for a 19:30 time difference.

    Aside from the line in question, I think there is only one other line that adds any significant information.

    Assuming the song takes place in North America, and that "half past twelve" means thirty minutes past noon, and "five o'clock" means 5:00 PM (the last two being pretty sure things based on context), I concluded that the song takes place in a location that observes Pacific Daylight Time, or possibly Arizona, and that "somewhere" could only be Newfoundland.

    Any other thoughts?
