A second Chinese sextant?

There is a Chinese sextant on eBay. It's a NE-03-32 that has a different index arm and scope from a Celestaire/Changzhou/Astra IIIb/Glh130. Many parts look like the Changzhou.
Has anyone seen an NE-03-32 or know if they are any good? Any relationship to the Changzhou?
