Just tried it again and the left-hand sidebar is still shifted into the text when I view it. I'm running Firefox 21.0 (which says it's the latest version) on a up-to-date copy of Windows 7.

Alarmist.
But read the details: "May cause GPS to be inaccurate to more than 10 meters." Even 50 meters is way, way better than celestial. The quote from the IALA pertains to commercial vessels using GPS-equipped autopilots.
Oh, and this site does not display properly in the Firefox web browser. Makes me wonder about their ability to pontificate about technical issues if they can't even get their web site to work...
