I have drawn a diagram (see link) to illustrate what is happening with refraction from earth vs. from space station. In each case refraction causes the image to seen above the actual. The diagram shows that the refraction from a star through the atmosphere is subtracted to get to the actual when viewed from earth and that the refraction from the horizon needs to be added to get to the actual when viewed from space. This is something that I have never thought about and is why I didn't include refraction for working on Frank's puzzle.
