The short answer is "No."
The local lines of force are not quasi-meridians all pointing to the same spot on earth. The annual change of variation si not the same in different places. It was 0 in SF Bay a few years ago, 0.3 or 0.4 min/yr in the Long Island sound (different in spots ony a few miles apart.
