I do not agree with everything said in this article:

For yachts in Spain, (of course for merchants), and France the sextant is 
mandatory aboard for oceanic navigation.
UK, USA, other countries?

Determination" by George Kaplan, USNO,
notes the use of celestial navigation in defense, (DoD) by means of a Star Tracker.
