Looking into my files, I can read Fomalhaut Azimuth : 227.4°, very close from both the USNO result and the value subsequently indicated by Greg.
Something needs to be fine tuned as regards your own use of the "LOC Method for Sight Reduction", either into the method itself or maybe into the feeding data such as LHA and/or Dec values.
