I suppose it means that Venus (the planet, not Botticelli's lovely goddess), which is now against the backrground stars of the constellation Pisces, will be moving "into" the constellation Cetus. The position of Venus may be tracked in this webpage: https://theskylive.com/where-is-venus. Note Cetus at bottom right. If you are able to see the improbable creature shown in Alexander Jamieson's Celestial Atlas, your imagination is much better than mine.
