Frank's info about his new Windows Mobile based phone, along with Fred's AT&T data, and my AT&T iPhone experience may indicate that fancier new cell phones update the time poorly. What I mean is that internally the phone may have a very accurate time, but the phone displays may be updating the time in a very nonchalant manner. I could see a potential programmer's bug if a little background program was to simply update a time display every 60 seconds, although it may not be synchronized to the start of each minute.
