    Well the Panama Canal regs have the first one.  They used to be their own chapter of the CFR's, but no longer. 
     
    The second I'd have to research at home, where I am not.  I remember learning those in school; probably in admiralty law.  When I get back, I'll try to look it up.

    I have some friends with 50- and 100-ton licenses who think they know everything about operating a vessel and I'm about to have some fun...
