Yes, you are correct, the assumptions of my one-line observation (and I believe of Hanno's) are:
1. independent Lat & Lat distributions.
2. both distributions are error-free normal (Gaussian) with the same standard deviation.
3. no systematic errors, only the random ones above.
And yes, as Bowditch observes, the above three assumptions don't cover practical CN , they only exist in geek minds under the cover of cocked hats.
