I think Sumner may simply have been trying to explain that his paper would
not be "more of the same". For years various authors had published "new" methods
on double altitudes for latitude which were relatively minor variations on
earlier methods. So in that opening sentence perhaps Sumner is just trying to
convince his reader to keep reading... this is gonna be something new.
