Nicol�s de Hilster has already pointed out the basic information about Cornelis Douwes. Anybody who wants to know more should consult Ernst Crone's book "Cornelis Douwes, 1712 - 1773. Zijn leven en zijn werk, met inleidende hoofdstukken over navigatie en zeevaart-onderwijs in de 17de en 18de eeuw", Haarlem 1941. With luck you might find a copy on the internet. I would also like to add that Douwes was not the first person to describe a method of finding latitude by two ex-meridian sun shots (or any two observations of a celestial object). The history of this navigational problem (going back to Regiomontan and Pedro Nunes) is presented in an article by G.D.E. Weyer, "Die direkten oder strengen Aufl�sungen f�r die Bestimmung des Beobachtungsortes aus zwei H�hen der Sonne oder anderer bekannten Gestirne nebst dem Zeitunterschiede der Beobachtungen", in: Annalen der Hydrographie und maritimen Meteorologie, Jg. 11 (1883), 69 - 85, 148 - 163, 209 - 226, 262.
