www.opencpn.org is not an ECDIS, is an ECS agree with IHO S52 compliant display of S57 vector charts.
I have a notebook in my sloop with bluetooth GPS, and OpenCPN runs fine, is great.
Also I have an Android tablet that has GPS + GLONASS, and the accuracy is better than GPS alone.
Therefore, small boats can also access to these systems at reduced prices.
Using the GPX utility, you can plot celestial, coastal, RDF LoPs. I worked a little on the project:
