I suspect that besides the corrosion resistance, wire companies know that if
a buyer is willing to find and pay for fully tinned wire, they want a
premium product. So the quality of the wire, insulation and all, is likely
to be higher in general--the folks looking for price only will be buying
untinned wire anyway.

You might try a piece of RG-174, which is thin (1/10th inch?) coax wire,
designed to be flexible. For low power it would suffice, can be bought by
the foot from antenna/radio places. I've never tried it at subzero
temperatures but those are a special challenge to everything. You might want
to consider applying ArmorAll to the cable twice yearly to keep it supple,
or contacting a wire maker like Belden to ask if they have something special
for low temperature use. With an oddball question like that, they might just
send you two feet of whatever it is as a courtesy.
