    Listed below are the Federal requirements for uninspected vessels:
    
    Personal Flotation Devices (PFDs)
      One approved TypeI,II orIII device for each person aboard and one
    throwable IV device. Same for 12 to 20M.
    
    Sound Equipment
      Whistle and bell for 12 to 20M.
    
    Fire Estinguishers
      At least two approved B-I type or at least one approved B-II type up to 12M.
      At least three approved B-I type or at least one approved B-I type plus
    one approved B-II type to 20M.
    
    Visual Distress Signals
      Must carry visual distress signals for both daytime and nighttime use. If
    pyrotechnic devices are used, three signals for day and three for night.
    Same for 12 to 20M.
    
    Ventilation
      Proper ventilation for ventilating closed compartment containing gasoline
    engine. Same for 12 to 20M.
    
    Back-Fire Flame Arrestor
      Proper prevention of backfire on each carburetor of gasoline engine. Same
    for 12 to 20.
    
    Navigation Lights
      Vessels are required to display navigation lights between sunset and
    sunrise   and periods of reduced visibility. Same for 12 to 20.
    
    Navigation Rules
      Vessels 12M or longer must carry a copy of the rules on board.
    
    Pollution Discharge Placard
      Vessels 7.9M (26Ft) or longer must display a placard describing prohibited
    discharges from a vessel.
    
    Marine Sanitation Devices
      Vessels with installed toilet facilities must have an approved  operable
    marine sanitation device(MSD) of Type I,II or III. Same to 20M.
    
    Registration
      All undocumented vessels equipped with propulsion machinery must be
    registered in the State of principal use. Registration numbers must be
    displayed properly on forward half of vessel.
    
    The Federal requirements are described in the booklet, FEDERAL REQUIREMENTS
    and Safety Tips for Recreational Boats, US Gov Printing Office, 1993 -
    348-654. These are usually available at boating supply stores or can be
    obtained from your state boating authority. Try the Coast Guard web page
    which may have the information. I hope things are well with the Regina
