1) As I said, the TP, in the best judgment of the navigator (using whatever info, between LOPs), is the ship's location prior to being updated with a LOP. So that's the best estimate of the the track over ground, which includes all factors that the navigator has available, or cares to use.
2) Well, some navigators would call my TP an EP, but I wanted to avoid terms that have cloudy meanings For example, sometimes the DR is the EP (according to one of Bowditch's glossaries)!
As I keep harping, the principle used in estimation (Bayesian inference, if you like) is to use all info available, make no unreasonable assumptions, and make no contradictions. So the TP is just that: it's wherever the navigator can best place the ship before the new LOP is acquired. Obviously then, some TPs will be better than others, and the newly acquired LOP will give a measure (in one direction only) of the quality of that TP.
