I'd like to make a suggestion for a reference body selection: if possible - to avoid or at least place a mark on a body who's SHA is almost equal to the Moon's SHA. As an example - please have a look at 2018-05-17 Moon-Venus pair at 18:00, 19:00 and 20:00 UTC. This particular interval is hugely non-linear, it requires very special treatment otherwise a time calculated from such data set will be of low accuracy.
Regarding the P.L. "scaling": I think it is better to create a prop.log. table with 1-hour interval rather than use Steven Wepster's 3-hour, a side benefit could be its' (table's) smaller volume.
