Looks very ... mid 20th century/Eastern European.. Its a strange-looking thing, although enclosing 'the works' may have been of some benefit in protecting them from impact and salt-spray damage?
Bill asks (from his site):
"I plan to incorporate an account of this sextant in the new, print edition of my book The Naked Nautical Sextant and Its Intimate Anatomy. I am told I should change the title for commercial reasons. Any suggestions?"
I think its a great name; salaciously self-explanatory..

I have recently been fortunate in acquiring an example of the rare and unusual Skalen sextant that incorporates an totally enclosed glass scale, read by a low-powered microscope. I attach a general view of the instrument. Members interested in its internal anatomy will find an account and more pictures in my blog at www.sextantbook.com. It represents a very interesting dead end in sextant development.
