I agree with Brad; the picture was taken through double glazing. Nothing to
do with refraction or Sun-dogs. It's a pity that nowhere was it stated
whether the picture was taken from indoors, or not.

It produces a displacement of images rather like you would get with a Bris
sextant. I can see four Sun discs, rather than three.

And it's rather poor double-glazing, at that. Looking at the other pictures
provided, the image displacement changes, presumably as the
out-of-parallel-ism between the two glass sheets alters when looking through
different areas of the glass window; perhaps due to pressure-differences
causing bulging. I suspect that there's also a degree of out-of-parallel-ism
between the two surfaces of each sheet, producing additional prismatic
displacement of reflections.

However, the picture does show a bit of interesting atmospheric disturbance,
in that there's an inversion occurs within the lowest few minutes near the
horizon, causing the main, highly overexposed, Sun disc to flare out at its
lower limb, just where it touches the horizon.

Based upon the consensus opinion on your linked page, the photograph was
through multiple panes of glass, causing reflections.

If that is true, then the navigator would be un-wise to take an amplitude of
the sun through panes of glass.
