GAIA was been a big deal for astronometry professionals and buffs for a long time! (literally thousands of publications. see for example: http://adsabs.harvard.edu/cgi-bin/basic_connect?qsearch=gaia&version=1).
There is perhaps a more direct connection than Frank's. USNO is intimately involved in celestial navigation, astronometry, and GAIA.
