DGPS is not obsolete because it still provides greater accuracy than the CA (civilian) mode of GPS. The resolution of centimetre and millimetre positioning, such as used in surveying, uses carrier phase difference, and is still very expensive and more difficult to use. I think the US turned off SA in an attempt to prevent the Russian GPS, GLONASS, from gaining a strong foothold.
