Based on the size of the disruption and the altitudes it appears to be to be line of sight from a ground based transmitter, some kind of jammer?

Does anyone know any more detail about this?  Eg, what sort of testing (ground based interference, satellite outages, ??)?

One peculiar thing I noticed is that the affected area increases in size with altitude.
