    I asked a cartographer friend and he directed me to the NOAA Cartography Section. Their reply below:


    Thank you for your interest in NOAA Nautical Charts. Compass roses are positioned to be convenient to the most important navigational areas and in sufficient number so that at least one rose is usually visible on a folded chart. We try to place them so that they do not obscure dangers to navigation, harbor entrances, important soundings, projection line intersections, or folds on a small-craft chart. If you are aware of a compass rose whose position creates a problem for chart users, please let us know at this site. Have a nice day.
