If they really would stick to their rules the hours should be counted
from sunset to sunset because in their religion a new day starts at
    sunset...

The calender system, where the beginning of a new month is based on
either first visibility of the moon crescent or on what some clerics
define it to be, is so vague that it can't be used in daily life,
except for religious purposes where people BELIEVE that a certain day
of the Gregorian calender corresponds to a particular one in the moon
calendar. In order to understand what a certain day and time of the
moon calendar corresponds to on the time scale requires each time the
additional information of the location with longitude and latitude
(eventually also its altitude) and the criteria used for starting a
new month. Imagine the problems you would face when booking tickets
for an international trip based on the moon calendar only.
