    You have found the same thing I did.  The phrase "harbor marker" does not appear in a recognized nautical reference.  You and I have both found the reference that Eamonn's note provided.  To wit, "most harbor masters cannot locate their harbor's marker"  with respect to rating a chronometer.

    "Harbor marker" is some fanciful phrase, invented by someone who knows just enough CN to be dangerous.  I think, therefore, we can now directly answer Eamonn's question.

    Eamonn:  There is nothing we can find for the phrase "harbor marker" in a recognized, authoritative, epitomy of navigation.  There are many known locations (lat,long) from which the careful navigator can recover time from, but they are not known as "harbor markers".  

    To be fair to harbor masters, I have spoken to one and found him to be extraordinarily knowledgeable about his jurisdiction.  I expect he is a representative example of the role.  

    In summary, I found that website to be uninformed with regards to phraseology and completely unfair to working harbor masters.  I am not about to critique the remainder of that site with regards to CN, but I would be cautious.  That statement is completely in error.
