sadly a good level is fastest way to get it level (to reasonable accuracy).
only way I can think of that would be better is to perform a "rayleigh water test" with "black light"(roughly 400-350nm) then remove the water.
doing the rayleigh test should make it possible to see if mirror aligned with local gravity field with astonishing accuracy (better than 200nm across its face) doubt most can adjust it to THAT level of accuracy (even bodyheat throw things out), and few mirrors are that good.
Even if it was that good a mirror and adjusted that well no way to utilize it with hand held instrument anyway.
