    As I think about it, the perceived contrast ratio between the Sun/Sky and
    sky/sea may well be affected by the choice of filters used.
    
    A red or yellow filter will pass through more of the Sun's spectrum, while
    blocking the blue of the sky.  A properly aligned polarizing filter,
    especially against a northerly sky or other reflective object that passes
    along reflected/aligned light waves will also increase the apparent contrast
    between Sun and sky and/or block glare.
    
    What this will do to perceived irradiation I do not know.  Perhaps another
    list member has an informed opinion on this.
