When I studied Navigation in about 1967 (Navy ROTC), we were taught Pub 214. My oldest volume of Pub 229 is dated 1970. I did a search of abebooks.com and found 12 copies dated 1970, and zero copies with an earlier publication date. I vote for 1970 as the date of first publication for Pub 229.
