I know that this is a few years since you posted but you still maybe interested
In 1977 I wrote to Dr. Kotlaric after reading about his star finder in Bowditch. I wrote to the publisher of Bowditch who gave me his address in Yugoslavia.
He told me that he had come up with a different method of solving the the sight solution as opposed to 249 and 229 tables and asked me if I could help him getting them to a market in the west, but unfortunately I could not help him but he did sell me the star finder which I used for several years before it was stolen. I think I paid $20 for it.
I have just googled Dr Kotlaric and the following is what I found may it might help you,
