My recollection was surveyors had their own highly-accurate Sun and
Polaris Ephemeris.
I did find many pages through Google. Below is a URL for their 2012

The United States has two completely different survey systems. Cadastral is one, and Colonial system is the other. Generally speaking, the Colonial system is used in the 13 original Colonies, and Cadastral (PLSS) is used in the rest of the states. I practice in a Colonial state, so I'm not very familiar with the Cadastral system. I think Cadastal surveyors are required to reference Polaris north. The Cadastral "bible" published by the United States is named "Manual of instructions for the survey of the public lands of the United States". Chapter two of this book covers celestial observations.
