Here's a thought, though perhaps a silly one. Say I'm speeding, tomorrow night, and pass a speed-camera around the stroke of midnight Two time-stamped photographs are taken, stamped at (say) 23:59 hours and 58.0 seconds on 31 December 2008, and 00:00 hours and 02.0 seconds on 01 Jan 2009. What would be the legal time-interval between those pictures, four seconds or five? Would one need to enquire whether or not the camera had automatically allowed for the leap second? I wonder if they do. These things are sitting there, snapping away automatically all the time, so the question must arise somewhere, when a leap-second occurs. Another silly scenario, perhaps... If an intelligent enemy decided to make a rocket strike which bridged a leap-second transition, would he catch any defensive system with its trousers down?
