    My apologies for posting a message that just quoted a message, my ISP had
    some clever new ways to disrupt email service today.
    
    Dave, in answer to your question, I don't recall a source for the NOAA
    quote.  Only that when I read it, I made a mental note of it because it had
    explained why a forecast for 4-6' seas was observed as 8-10 by everyone on
    the boat. (i.e. 8' from trough to crest is 4' from the middle.)
    
    Looking online today, I only got as far as about.com stating that the DOD
    definition is crest to trough.
