I think the best mapping at 15 to 20 miles per inch is the Operational Navigation Chart 1:1000000 series, published by NIMA. The entire earth is covered at $ 4.50 per sheet, an unbelievable bargain. They are also available in digital form for free on the web under the alias "vmap level zero". Mitch Burrill
