    The US Coast Guard offers an on-line version of the ColRegs at
    http://www.navcen.uscg.gov/mwv/navrules/rotr_online.htm
    
    If you scroll down to Annex I, you will find the rules for Positioning
    and Technical Details of Lights and Shapes.   This will give you the
    information you need about both the required intensity and the
    positioning of your lights.
    
    FYI, there are some differences between the ColRegs for inside US
    territorial waters (the ColRegs demarcation line) and the International
    Rules, mostly relating to whistle signals.  That's why in the earlier
    chapters you'll find the International and Inland (US) rules on
    side-by-side pages.  There also are separate "Inland" and
    "International" sections on lights, but as near as I can tell from a
    very cursory glance, they are identical.   Does Australia have any added
    rules for boats operating inside the ColRegs line?
