Peter- Unless I really have forgotten the laws of physics, or someone has gotten a local exemption from them,simply cannot work. The usual heavy aluminum mast is radar opaque, nothing inside it could make a difference. Those active transponders are unbeatable--if you've got the budget and energy budget for them.
