Quick and nonetheless comprehensive reply to your query: it all boils down to having at hand a good time keeping device, or better: a good Chronometer. If you have a good Chronometer and accurately shoot LOP’s at azimuths 90° and/or 270°, and if you do the math correctly, yes! you will derive get a quite reliable Longitude figure. Otherwise, forget it...
I know it is a bit condensed, and others - and in particular Frank E. Reed - are excellent at teaching this, but exactly as "no foot, no horse" ... "no time keeping device, no Longitude", or in an easier way "no Chronometer, no Longitude".
