    If this is the case, then Cook's error in his Lunar observation
    is large indeed.
    Then you are right that sea observations are much less accurate than
    land observations from a stationary observatory.
    
    Which is not surprising of course.
    In my own experience sometimes I was able to shoot excellent Lunars
    from a yacht (in a very calm weather), but in general my experience in
    shooting from a yacht is very small, and when there are substantial
    waves, this seems really difficult.
