Gary,
One way to cut the "v" GHA hourly discrepancy in half is to use the GHA of the up coming hour when passed the half hour then subtract the increment minutes and seconds from the forward hour instead of adding increments to the previous hour. I don't like subtraction but if precision is needed then it's not that much more work.
