There is a program called Navrules for Windows that does exactly what you are asking about. There is a shareware version floating around that I know is on the Compuserve sailing forum and I am sure you can find it on some web site somewhere as well. It is called navwin22.zip. There is also a commercial version that I have seen for sale in a marine catalog somewhere. It was $16.95. I can try to email you navwin21.zip, an earlier version I guess, separately if you would like.
