    Correction. Sorry, I knew this when I wrote the above and just wasn't thinking. On one of those small islets, there's a derelict tower of some sort. Maybe an old lighthouse. This would have been an easy target on radar, and unless it was misidentified as a vessel (which would be a serious error), this is the only tall structure for hundreds of miles so it would have given the vessel's location with high accuracy. Another possibility is that the part of the atoll with the tower was correctly charted while the other half was incorrectly charted. Surely they had their radar on. There is plenty of marine traffic in that area, and running over some small fishing boat would be a huge risk.
