With a nocturnal, or without, you can determine only LOCAL time from this relationship. This is not enough for longitude. For the longitude you also need GMT (or time at some other known location). For the longitude you need either a chronometer (or telegraph or radio) or something that "happens" in the sky (besides its daily rotation). Alex. P.S. You are welcome to borrow the book I promised.
