Gary: This is another example described by a "kitchen table navigator," i.e., someone who has never tried it. No mention is made of the effect of vessel north-south motion and declination change which can produce a significant time difference between maximum altitude and LAN. I noted to a friend that I was lucky when I first tried the method many years ago, in that I was sailing a course with a significant southerly component. Otherwise, I might have believed the lore.
