    I have no intention of debating Jeremy on this subject, except to state that I have walked in his shoes - only somewhat further - perhaps in the order of 50-years or more further, and over that period have dealt with the USCG on every possible level. He has not understood my use of the word "stature", and perhaps has no knowledge of the interaction between the USCG and the Merchant Marine Officer historically. I said nothing about training, knowledge, competance, or anything else he speaks of in his commentary. In retrospect, much of what he says actually appears to support my point of view, albeit unknowingly.
     
    His comment on Master's demonstrating knot tying skills at a training session was of particular interest to me; was he, as Chief Officer of an American Merchant Vessel, required also to demonstrate those skills.  I was required to demonstrate them, and many more, when sitting for an AB's Ticket, when that ticket required three years sea time in the deck department of an ocean going vessel - no exceptions, and which, in certain circumstances and tonnages, was sufficient to command an ocean vessel on an international voyage - but that was in the days before the USCG flooded the industry with the many small boat licenses now available and diluted the requirements for an AB Ticket.

    I have offered my knowledge to Frank on this matter off list, but
    Henry's response has prompted me to reply here.  I have to say that I
    disagree with Henry in many ways.  I have people working for me who
    were once 2nd class and even chief petty officers and most do not have
    anything close to the knowledge of most US Merchant Marine officers.
    I can't claim that all of the officer's are top notch, but on average
    there certainly is a skill level far beyond a mid-ranked enlisted
    person in the USN.
    
    By the way Henry, the USCG has recently greatly increased the amount
    of training required for nearly all levels of license and while the
    paper testing requirements have decreased, the demonstration of
    assessments at the officer level have greatly increased, especially at
    the unlimited, oceans level.  I cannot speak of the lower levels of
    license besides to say that during my last testing session at the
    USCG, the 100 ton master candidates were splicing and throwing knots
    for the examiner on top of their regular exams.
