It seems that there is an average difference of about 8 inches between the oceans there, with the Pacific side more elevated, but the Pacific side has 20-foot tides while the Atlantic, at that location, has a tidal range of about 1 foot. Complicating all this would be the massive freshwater flows of the Chagres River, which would be difficult to avoid ... Incidentally, power derived from turbines on the Chagres provides the electricity used for the locks and pretty-much everything else there.
Elsewhere in the world electricity is generated using tidal movements, including in the UK I seem to remember.
