Philip, if I haven't misunderstood, the washer is the cylindrical piece just under the picot screw, isn't it? There's a narrow gap between it and the pivot housing, do I have to pry it up (with a knife or so)? There will be a small gap between the underside of the head and the female part of the pivot assembly. Then apply a light tap to the screw head. When the tapered pivot separates remove the screw and remove the arm. Less chance for damage to the thread that way. Good luck. Fingers Crossed.
