I based my observation on the fact that when I was in Germany in 2001 I went into a large Galleria Kaufhof in Munich - their Macy's or Herrod's sized department store - and they had piles of brand new paperback math and physics books for around $5, unheard of in any store in America except Stanford Bookstore in the mid-1980s in Palo Alto, CA. I of course bought copies and have since used them to help improve my German reading skills.
