To extend the analogy with the fan in the room. After you've lowered the ceiling (and moved the walls in also), either the fan stops or the room starts to spin. In this instance, the room starts to spin. Like the bowl with the Mixmaster. We're holding the Mixmaster, or gravity, the boat, steady. But, as George said, the spinning water hits one side of the boat, but not the other, since it's rotating around the boat. So the boat moves sideways. No need to appeal to the higher authority of engineering texts.
